to diminish by one half the rates of Commission proposed to be Charged this country Money Orders between Hong Kong, Shanghae and Yokohama; but that he will Consent to their being fixed at three-fold, instead of four-fold, the rates charged on orders granted and paid within the United Kingdom.

This will make the Scale as follows:

On sums not exceeding £2 ... 0.9

Above £2 and not exceeding £5 ... 1.8

Above £5 and not exceeding £7 ... 2.3

Above £7 and not exceeding £10 ... 3.2

By the Rules agreed above, each Government is left to fix the rate of commission to be charged on the issue of Money Orders, so that if Sir R. G. Macdonnell prefers to adopt a lower rate than the foregoing for Orders issued in China and Japan, he is at liberty to do so.

I am to add that the Postmaster General quite approves of the proposal to commence the Money Order business on the 1st October next, and that he will give the necessary instructions for this being done.
