Sterling money, and no Order may exceed £10 in amount. The rates of commission should be as recommended in the report of Macpherson and Mitchell. Any balance which may become due to this Country must be remitted in full, through the Commissariat Chest, if practicable, or by a Banker's draft payable at not more than three days' sight.
As the Governor of Hongkong has consented to assume the general control of the Post Offices in China and Japan, all questions of currency and Exchange will, of course, be dealt with by His Excellency on the spot, and in an equitable spirit, so as to give the Public no just cause of complaint.
I beg leave to add that a Book, explanatory of the Money Order system, and also specimens of all the Forms required to be used in the transaction of this duty will be forwarded direct from this Office to The Postmaster General of Hongkong.
