The Ordinance of te flot) contained certain provisions inconsistent with the provisions of the Imperial Act 18 & 19 Vic cap 1041. for the regulation of Chinese Passenger ships. The Duke of Buckingham and Chandos was therefore unable to advise the confirmation of the ordinance by Her Majesty. The present ordinance reenacts the Ordinance of 1867, with the omission of the objectionable provisions, but adds provisions to secure the landing and conveyance to his native place of any Emigrant who is unwilling to proceed, or who has been detained by fraud, violence or other improper means, and for the severe punishment of any person who shall kidnap any emigrant or shall knowingly detain or enter into a contract with any Emigrant so kidnapped.
These additions to the ordinance of 1867 will make it more efficient for the protection of Emigrants.
I have the honour to report that the ordinance, as it now stands, appears open to no objection, and I would accordingly recommend that it should receive Her Majesty's confirmation in the usual way.
