2. The propriety of relieving vessels propelled by the capacity of providing for voyages of
the same length
vessels propelled by sails only does not admit of question. The single observation which
to me therefore the present Proclamation is
whether some
precaution
should not be taken in the
case of vessels having auxiliary
steam power only
by their steam
power
that
is not
merely nominal. So
against this the
requirement in the case
of
Steam vessels proceeding from the United Kingdom, that their steam Engines should be capable of propelling them, without the aid of sails,
at the rate of 5
statute miles in the hour. Sir R. Macdonnell will be able
to judge whether it is not necessary to make some provision in this sense in his Proclamation, to prevent the
introduction into the trade between Amoy and Manila, of
a class of vessels with insufficient steam power.
