There can be no doubt that the men embarking for Java, Philippine Islands, Penang, Saigon, Singapore and Australia are free Emigrants, so much so that they are not bound to any contracts. + It has not been possible to obtain the official returu of Emigrants embarked during the year 1861, the above figures, 7718 being taken from William's Commercial Guide, 5th Edition. The returns for the years 1856-59 are from the Tables published with the report of the Macao Superintendent of Emigration, dated 31st July 1861. The totals for 1800, 1862-67, have been obtained from a thoroughly reliable source.
