THORNTON WARNER, Esq.,

Emigration Agent for Trinidad,

SIR,

THE HONORABLE THE COLONIAL SECRETARY,

ISLAND OF TRINIDAD.

Dated, Calcutta 17th July 1868.

IN obedience to the instructions of His Excellency the Governor, conveyed in your despatch of the 1st September 1867, I have the honor to report that, on the close of the last Emigration season, I proceeded to China for the purpose of inquiring and reporting on Chinese Emigration.

I left this by the Steamer "Reiver" on the 22nd of April, and arrived at Hong Kong on the 7th May last, having on my passage paid short visits to the Straits Settlements of Penang and Singapore.

In the course of my inquiries I visited Canton and Macao on two occasions, Swatow, Amoy, and Foochow.

At Hong Kong, I was most graciously received by His Excellency the Governor, Sir Richard Graves MacDonnell, who afforded me every facility in pursuing my inquiry in that Colony, for which I am greatly indebted.

His Excellency was also good enough to furnish me with introductions to Her Majesty's Consuls at Canton, Swatow, Amoy, and Foochow.

To those Gentlemen, as well as to the Honorable G. Austin, Colonial Secretary of Hong Kong, Captain Thomsett, R. N., the Emigration Officer, and Mr. Sampson, the Emigration Agent in China for the British West India Colonies, I am indebted for the returns and information which enable me now to submit the following report to His Excellency the Governor.

I did not find it necessary, as directed by Her Majesty's Emigration Commissioners, to draw upon these officers for funds for this particular service, having ample in hand to defray the cost without interfering with the general services of Emigration.

I returned to this and resumed my duties on the 8th instant. Trusting that my efforts will meet with His Excellency's approbation.

I have the honor to be,

Sir,

Your most obedient Servant,

THORNTON WARNER,

Emigration Agent for Trinidad.
