They agree unwillingly to agreements or without knowing their purport, - and after the contracts are signed the emigrants are allowed to cancel them at leisure. On receipt of their clothes and bonus, he adds, in confirmation of this, that contract laborers were landed from the Maria Therese (the ship referred to in the correspondence) some because they showed bad dispositions, and there at the persuasion of their relatives.
7. Governor Hennessy bears strong testimony to the efficient and conscientious manner in which the Emigration officer discharges his duties, and expresses his opinion that the shipment from Hongkong of a reluctant and improperly obtained Coolie is rendered almost impossible.
8. These opinions, it will be observed, are at variance with that of Consul Robertson. But as they proceed from responsible officers on the spot, after special enquiry, they will probably be held entitled to greater weight than opinions formed upon less accurate data.
9. I may add that Mr. ... does not share in the Consul's view of the unsuitability of Hongkong for Emigration purposes. On the
