Sandwich Islands, an American gentleman, had engaged for the shipment to those Islands laborers in a British vessel, as the American law prohibited the Coolie trade in American Ships. And 350 laborers were eventually dispatched, the Local Government, when that number had been reached, requiring the Consul to procure the Guarantee of a treaty power that the Emigrants would be brought back after three years service. Sir Harry Parkes, to whom application was made for this guarantee, declined to give it, and has received Lord Stanley's approval for so doing.
Moreover, he immediately brought the transaction under the notice of Japanese Authorities, pointing out the necessity of exercising careful supervision over the Emigration of their laboring population. The result was that the Authorities, though they did not recall the sanction which had been given for the 170 laborers already embarked, refused to allow any more to proceed.
