It will be remembered that M. Lobscheid's conduct of the emigration entrusted to him has on previous occasions been seriously impugned and not successfully defended - questionable.
And it seems to me whether, if the Emigration cannot be conducted, like that to the British Colonies, without the employment of native recruiters, it ought not to be altogether prohibited.
