Sir Frederic Rogers was further pleased to state that Your Graces would be obliged if you would favour us with your opinion (whether, and with what modification this Ordinance may receive the sanction of Her Majesty) and in particular we would desire to know:

1) Whether the 3rd and 4th clauses will be taken to be confined to acts done within the jurisdiction of the Legislature, or whether it is necessary to express this in words otherwise than under the authority of some officer of the Government.

Whether the words "taken into his custody" should not be added after "and" and whether the Colonial Legislature is competent to pass sections of that Ordinance by which it is declared that a person shall be punishable for being found within the jurisdiction of the Colonial Legislature under circumstances which render it probable that he has committed a crime outside that jurisdiction.
