Acting inv called upon there instructions, the Viceroy and communicated to him the contents of the despatch from Her Majesty's Minister. He at once expressed his desire to meet Sir Rutherford Alcock's views, and sent an apology, which I forwarded on the 23rd in a further despatch, copy of which, with the Viceroy's letter, I have the honour to enclose.

whilst awaiting a reply to this, I received a despatch from the Colonial Secretary of the government of Hong Kong dated September 23rd, stating that the Governor, Sir Richard Graves MacDonnell, had received from His Grace the Secretary of State for the Colonies copy of a despatch of the 12th May addressed by Sir Rutherford Alcock to the Secretary of State for Foreign Affairs, and requesting information as to the course of proceeding followed and proposed to be followed in a matter of such serious import to the prestige and interests of the Colony - copy of which I have the honour to enclose.
