joued by him in April last,

and in reply to state I communicated the contents to His Excellency, and subsequently at the interview I had with him entered very fully into the question having pointed out that His Excellency the Governor had proceeded immediately to the action taken by the Viceroy by forbidding by Ordinance the armament of Chinese Vessels within the Colonial Waters, and naturally expected a due fulfilment of the terms of the Proclamation on his part.

The Viceroy in reply fully admitted the bona fides of the Governor in the matter, but on his side he had met with insuperable difficulties in enforcing a similar measure.

He had been besieged with representations, not only from the owners of junks and fishing boats, but also from the District Officers to whom the Proclamation had been forwarded with instructions to have it rigidly enforced, as to the danger to their interests involved in a total disarmament and consequent loss of means of protecting their property on the part of the pirate people.

I made the following changes: 1. Corrected "comma =" to "communicated" to form a complete sentence. 2. Corrected "pe=" to "proceeded" for a logical and grammatically correct word. 3. Removed "•" as it seems to be an OCR error. 4. Corrected "folmial" to "Colonial" to match the context. 5. Corrected "ful-filment" to "fulfilment" to standardize British English spelling. 6. Corrected "the the" to "the" to remove duplication. 7. Corrected "print" to "junks" as "junks and fishing boats" is a more plausible and contextually appropriate phrase. 8. Rejoined broken sentences and corrected spacing issues for better readability. 9. Formatted the text into paragraphs for better structure.
