state that, although the limit of time allowed in the Proclamation that was issued decreeing the disarmament of Fishing junks, viz., the 19th of July has expired, yet (inasmuch as) the masters of fishing Vessels have presented themselves in numbers at the
Viceroy's gates, offering a protest against the
measure, which
indeed appears in some degree objectionable, the Viceroy has now issued orders to the Civil and Military Authorities of the various
districts to register the fishing
boats,
as a
preliminary
measure, enrolling them in groups, with a
chief manager
to each whose duty it shall be strictly to watch over the fishing boats (and restrain them from) committing piracy; a valid guarantee to be at the same time
given by the said manager and deposited in the hands of the authorities. In the
