I communicated to the Secretary of State for the Colonies your despatch No. 209 of the 14th of August, forwarding a copy of one from Mr. his Excellency's Envoy at Canton, reporting that an H.M.'s Consul boarded a steamer had left Hong Kong to search for a piratical craft in Bias Bay, and the neighbourhood, which is in Chinese territory.
I have now been informed by the Duke of Buckingham that copies of the correspondence upon this subject have been forwarded to Sir R. Alcock for any observations he may have to make. But His Grace is of opinion that it would be convenient if, for the future, you would communicate direct with the Envoy at Canton.
