I have laid your despatch of the 6th instant before H. E. Sir Richard Graves MacDonnell. His Excellency learns therefrom that it is contemplated to surround this Harbor with a network of Customs Stations intended to levy an additional tax on Opium exported hence and amounting to 65 per Cent, more than the Tariff fixed by Rules annexed to the Treaty of Tientsin.
