Having proceeded in obedience to "Your Excellency's orders to the harbours hup-shui-Mun and other places in the din-ngan District, and to Tien shan (Casa Branca) and other places in the District, these being in proximity to the Coast ports, and in Chinese territory to Iliang. Shang, with the nation of the local features with the view of deciding upon the sites for the establishment of tax offices and Stations, we propose, for the two sections of territory, that two principal tax offices be established and six preventive Stations by land and Water.

As we append a list appertaining to the matters of which regards all operations, we await the departure of the Chief Superintendent for the localities in question, when measures shall be carefully devised and submitted for approval.

The Viceroy has issued instructions hereupon, directing that the initiatory proceedings be further determined and reported for his information. In addition, where it is incumbent upon him to forward a copy of the list of Stations to be established to the honourable Consuls, whom he requests to transmit it for the information of His Excellency the Governor of Hong Kong.

As regards the Offices and Stations detailed in the list, he has given orders to the Central Board.
