An opium station (for the levy of payment of the duty) shall be established to prevent repeated interference (with the movements of civil and military functionaries and the importer).
The Viceroy has been deputed for the purpose of levying the duty on opium. All traders from various parts (of the province) purchasing Opium at Macao have been directed to take notice hereof; and has, in addition, instructed that inasmuch as the Kap Shee (at the north-eastern approach to Hong Kong) is the main highway, a Central Station will be established there.
The Central Station at that place will issue stamped Certificates for their merchandize, for the purpose of levying the duty on opium. The production of which Certificate at any other place will, upon verification, be considered valid. In addition to the foregoing, subordinate offices will be established at Sing Chow (Island) off the Island called Lantao (Ja Yii) to the westward, and at other places. These measures will put a stop to evasion of the duty, and allow free passage without further levy.
