that if a foreigner were convicted under the Ordinance, it would be difficult to defend the sentence were it to be appealed for redress. I concur in this opinion and have to request you to submit to the Legislative Council the repeal of those two clauses.
At the same time I have to request you for obvious reasons to take the opportunity of inserting in Section 36 after the words "taken into custody" the following words "other than under authority of some officer of the Government".
