So that masters of vessels coming within British waters may have the opportunity of knowing what Orders affecting them are in force and what penalties they incur if they infringe such Orders.

Confirmation & allowance of the Ordinance No. 20 of 1868; but I should wish you for the present to furnish to this Dept copies of all Orders made under authority of the first clause as soon as they are made, as well as periodical lists of the penalties inflicted in virtue of those Orders.
