That though the ordinance is, as the Governor states, based on a policy entirely exceptional and experimental, the Governor states that it is justified by the circumstances which have induced the Legislative Council to pass it as a temporary measure.

That the power vested in the Governor of framing his Orders in Council should be exercised with great care, and it would be desirable that their operation, as far as Chinese Vessels are concerned, should be confined to such Vessels as may come within British waters, carrying munitions of war or of stinkpots in contravention of Chinese Laws and Regulations, and that orders framed by the Governor should not come into operation until a certain time to be named in such order, so that Masters of Vessels coming within British waters may have the opportunity of knowing what orders affecting them are in force and what penalties they may incur if they infringe such orders.

I am to request that you will inform His Grace the Duke of Buckingham that Lord Stanley would suggest that the ordinance should be approved, but
