above capacity.

I am, in reply, to suggest that the Governor of Hong Kong

should be informed that

the

same course should be adopted

in this case

as

was

followed on

the occasion of the appointment

of Mr. Resch's Predecessor, when

the Hawaiian Government was

told

that according to rule

Her Majesty's Exequatur can only be

issued on behalf of a

Consul after the Exhibition at this

Office of the commission by which

he is

appointed to his Post by

the Government of his Country:

which Exequatur should be applied

for by the Hawaiian Government

through their Agent in this country,

or

through Her Majesty's Agent
