the 22nd of Jan and the xot of May 1867, have not remained so long without answer from any oversight but the impossibility of dealing satisfactorily with the subject of the enclosures and the difficulty of obtaining the exact information the Governor of Hongkong desired as to the "true extent" of the principle requiring previous confession of criminals: Such information is not very easy of acquisition on any subject in China, & still less on matters connected with the administration of the Laws; I believe I have, however, arrived at the truth as regards confession before judgment or Execution of a criminal.
