A copy of Proclamation is annexed for the information and guidance of the Commanding officers of Her Majesty's Ships under my orders, who are hereby enjoined to cooperate with the Chinese Authorities towards the enforcement of these prohibitions.
This assistance on the part of Her Majesty's ships can be controlled by the Chinese Police. It is only intended to cooperate with the Chinese high authorities on seas and in places where the present want of a Fleet by the Chinese Government renders it difficult for them to enforce their laws.
