I have now the honour of enclosing for your Excellency's information the copy of a General notification just received from the Viceroy of the Two Kwang Provinces, forwarded through Her Majesty's Consul at Canton, prohibiting Fishing Junks from carrying arms and rendering it illegal for any vessel to carry arms.
9. This law comes into force on the 20th July 1868. Vessels offending against it will be confiscated and the owners punished.
