notably
the general disarmament
of
all trading
junks within
a short and definite period,
as the first
and most
essential condition
of
all efforts
in the total suppression
of Piracy in the Chinese
Waters.
As
regards the
further securities afforded by the registration of all
junks and the delivery of
ship's
papers, this step is
in regard to all vessels frequenting
that Harbour. The Government
of Portugal has represented to My Majesty's Government that they also have sent orders
to the Governor of Macao to
adopt a similar measure.
Thus it may be hoped
the
effective cooperation
of all Treaty Powers with
