are to be issued by the proper

authorities, to prove their

case of doubt

entirely concur and

been in communication

Treaty Powers, resident

Peking I know it is

also their opinion; this

will

no doubt severally

make known to your

Highness.

A Chinese law already

exists, I

am informed,

prohibiting the carrying of

heavy

or any but a limited number of

arms of any kind for self

defence, and also

requiring

all

trading
