"Fishing Junks as concerned, and in compliance with my request His Excellency has rendered it illegal for Vessels to carry 'stinkpots', a missile particularly the invention of the Pirate. This Proclamation is annexed for their Lordships' information.
8. The Sicca having cordially accepted the Offer I made of co-operation with a view to the enforcement of the prohibitions above referred to have promulgated on 22 April 1868 the General Order annexed, which I trust will meet with their Lordships' Approval.
9. Assuming that the Chinese Government is now alive to the necessity of disarming Junks, the further steps yet to be taken appear to be:
