I had the honor of reporting to the Lords Commissioners of the Admiralty, that having sought the opinion of my Foreign Colleagues on the question of the disarmament and Registration of Chinese Junks, with a view to the suppression of Piracy, the replies I received were unanimously in favor of such measures being adopted.
