There has lately appeared in the Hongkong Papers the enclosed translation of a Report to the Governor of

the Emigration as it has hitherto been conducted in that Colony, which is of some interest as showing evidence how great are the abuses connected with this traffic.

Portuguese Official documents are notwithstanding the frequent promulgation of Official denials & the apparently careful legislation on the subject by the Colonial Govt, I found published in the Official organ of the Govt of Macao, & therefore by authority to bear out in the fullest manner the opinion conveyed in my despatch of the 23rd of October 1867 in connexion with this subject.
