regular force be increased by the

for duty at the Naval yard. I legpl agreement being drawn up binding the Naval Authorities to pay all the

wages instead of as under the ordinance and also the liabilities incurred under SX and §XII relating to Pensions te.. the
agreemenć
ought also to refer to the clothing and lodging of the men.
