GOVERNOR,
"This money must be dealt with some way, and it was better that it should be dealt with by this Council than that it should be disposed of by others as would be the case, if the Council disregarded their privilege and their duty,
Mr. KESWICK, suggested that direct taxation should be reduced.
THE GOVERNOR, Continued that he opposed receiving such money for the purpose of lightening the burdens of the Colony, and on this point be claimed the support of Mr. Taylor, and those who thought with him. Doubtless they would never consent to using money obtained in a manner so objectionable, as they thought, to diminish the taxes. He had himself stated to the Secretary of State that so long as the Colony raised by the Stamp Duty the money required to meet its liability on account of the Military Contribution, the Community could not justly be charged with being influenced by sordid motives in dealing with a fund whose existence was the unavoidable result of a policy which had proved the most effective, if not the only available, Police measure to put down many of the most dangerous evils. To diminish the taxes of the Colony with it was quite another thing."
