A. Balance-of-Payments
A country's balance of international payments can affect the value of its currency and influence decisions of the government regarding exporta, imports, and the flow of investment funds.
A country's balance -of-payment's statement яummarizes all inter- national transactions by goverment, business, and private residents during a specified period of time, usually one year. It is, a flow concept reflecting changes in accounts, similar to an income statement and a flow- of-funds statement in accounting. As an illustration, the official-reserves section of the balance, of payments would summarize an annual changes in amounts of reserve assets.
such as, gold; and covertible currencies.
The principle of balance-of-payments is based on double-entry accounting: each transaction is represented by an increase or a decrease of units. When the total receipts are
greater than the total
payments, the country
is described as having afavouraûlë balance

unilateral transfers represent the balance on currelit account.

General, e poaking, diversification can serve the following purposes; (1)better utilization
of the firms' pro duction facilities; (2)increased economy · in the existing sules organization; (3)reduced dependence of a country or firm on a single market, product or customer; (4)higher return on

markets-

As our. exports ara ugually labour-intensive, the increased production cast (e.g. Jand, Inbour) has made our domestic exports leaa competitive with those of our neighbouring
countries who have cheaper labour and land. Hence we need to develop new lines of production which requires skills, technology, design, machinery, and management.
In order to work for the continual growth and develop- ment of our exports,

Party rule in Japan
The Meiji modernization produced three modern social classes:
intellectuals whe advocated party rule, a wealthy middle-class who supported the parties, and ambitious politiciana, who were. power-hungry, They no longor remained obedient to the genro. The genre ware forced to give them political power. This led to the rise of party rule
after 1918.
Yet the parties did not practise 'real' democracy. First of all, party politics were essentially) urban-bound; village commonera had little to do with them. Secondly, to remain in power, the parties made compromisco with or even betiyely served conservative force (like the zaibutsu, InadFords, etc.)
Neither were the
conditions surrounding
the parties favourable to party growth. In the. government, the Lower House of the parliament Vas incompetent, but ́tle, Emperor system and the authoritarian military were powerful, In||| poriety, the forces of

As a modernizing country eager for national efficiency and unity,
Japan had no real faith in democracy. Party rule became just an excuse for ambitions leaders to

In Foreign maitora, a policy of peaceful economic expansion was adopted in the 1920s. Bacauad other countries ware doing this, the party government believed that the policy could advance Japanese intereats effectively,
Chinese threats to Japanoso interests hegan to appear, especially after the unifiention of China in 1928, 411 this accounted før Japan's re- adoption of armed expansion in the 1930s.
The failure of the parties to deal with the many social-economic problems at home and unfavourable international conditiona badly affected the reputation of the parties The Great Depression
(1929-30), in particular, totally revealed porty ineffectiveness. The way was open for the rise of militariam.

militarista' power. On the one hand, the foreign policy of peaceful

Internally, ultra- nationalism, anti-
Westernization and social
conservatiam all worked to weaken party rule but strengthen the military, The Great Depression (1929-30) deepened the popular distrust of party rule (because of the government's unsound ocunamic policies) and Western capitalism at large (because of the яystem's many weaknesses). In society, worsened economie conditions increased support for the military from the countryside,
In 1931, the beginning of aggression in Moneliuria and military rebellious at home marked the rise of militarist power im Japan, Both actions were committed by some disobedient middle-rank': military officers, There officers were radicals deeply dissatisfied vith the existing conditions, bath in Japan and abroad.
The parties mode power concessioná to top military leaders, who could, it waa boped, restore military discipline. flowever, the more power was given, the more power was lost. By the time discipline vas really restored, the rise of militarism was
complete in Japan. There wen na sudden seizure of. power by the military; the rise of militariam was gradual and generally unopposed.
Because of the wars with China since 1937 and with the US since 1941, Dilitarism incressed in
Japan, as military mobilizations for War were made. However, there was no direct military take-over of the government, nor was there any direct military rule. The parties remained undissolved, even up till
