is so obvious an item in the expense of a Meint that it could not be omitted, from the expenses unde taken by the parties contracting with the Government._

A third condition would be that the Government should retain

their

present control over the w

personnel of the Staff and the general regulations of the Mint. As alla. contracts for service have been

entered into with this Government and as the latter can alone issue the necessary directions to the Military Guard at the Mint :
