POLICEMEN FOR CHINA.
Memorandum by Major G. Hutchinson, Inspector General of Police Punjab, dated 26th December 1866.
Mr. Creagh, Assistant District Superintendent Police at Mooltan, sent me, some three or four months ago, a letter received by him from the Governor of Hong-Kong, holding out hopes of a Police appointment in China, if Mr. Creagh could bring with him some Sikhs.
2. So far as I recollect, the Governor's letter offered 400 £ per annum; and asked for 50 Sikhs, pay of each to be Rs. 20 a month. About this rate of pay I am not sure. The letter also said that they had some Sikhs in China, liked them, and wanted more. Mr. Creagh would be required to bring the men with him. The letter was sent by me to His Honor the Lieutenant Governor, who expressed his desire to help Mr. Creagh in getting Sikhs.
3. His Honor's concurrence was communicated to Mr. Creagh.
4. I think Mr. Creagh wrote to China for more detailed instructions, and that as yet nothing whatever has been done. If necessary, Mr. Creagh can be asked what he has done.

Referring to your memorandum, stating that Mr. Creagh, Assistant Superintendent Police, had been addressed by the Governor of Hong-Kong on the subject of the entertainment of Sikhs for service in China, I am desired by the Lieutenant Governor to request that you will be so good as to inform Mr. Creagh that no such enlistment can be allowed before referring the ques- tion for the consideration and orders of the Government of India. If he should be desirous of accepting the offer of an appointment in China, and of enlisting Sikhs for service in that country, he should, through you, submit the matter for submission to Government.

Forwards copy of No. 40, dated 3rd January 1867, from the Military Secretary to the Punjab Government, regarding his employment by, and enlistment of, Sikhs for the Governor of Hong Kong, and requests he will submit in detail his wishes in writing.

In reply to your No. 81, of the 8th instant, I have the honor to submit in original a letter from the Honorable T. W. Mercer, Colonial Secretary Hong Kong, regard- ing the enlistment of men for the Police of that Colony.
I wish to engage the men for five years, commencing from the date of sailing from Calcutta, and shall require each man to furnish security to the amount of Rs. 50 for his good conduct during that period; and should he be discharged before its expiration (unless for misconduct), he shall be entitled to receive three months salary as compensation.
