I am not
aware of the particulars
of the Fisherman's case which
apparently
gave rise to Sir R. MacDonnell's
desire to have the limits of the
Hong Kong territorial jurisdiction
more clearly defined, but I do not
well understand how it could
have arisen.
If the guilty act was committed
within three miles of the island of
Hong Kong, on the water, the Colonial
Court, I should imagine,
had sufficient jurisdiction. It was
