If the draft Order in Council giving the Supreme Court of Hong Kong jurisdiction over offences committed in Lamma Island is to proceed, I am disposed to let the Draft stand as it is, and not to give any power to arrest persons.
Lamma Island must be considered as part of Chinese territory.

In Lamma Island - as fully as the Crown could make such law to the detriment of H.M.'s subjects in Hong Kong.
By 6 & 7 Vict c.94 (For. Jurisdiction Act), the jurisdiction which she may have within dominions - say Lamma Island - say Ramma Talaud - as ceded or conquered may be exercised out of Her Majesty's dominions.
But by sect. 4, it is expressly provided how crimes committed in such places out of H.M.'s dominions - say Lamma Island - my trial within H.M.'s dominions - viz Shanghai, the person charged with any offence, the copy of the warrant where may at any time or place appertain to any Judge or officer of H.M. within such colony appointed by 3 W.M.
