I have prepared a draft order in format, as desired, and sent it on herewith for consideration
aimed at is,
The object as I understand, to Enable the
Supreme Court of H.K. quietly, & legally, to exercise
jurisdiction
over Lamma Island without admitting or asserting anything respecting the right of ourselves, or the Chinese to that Island.

to cite the Order in Council of March 1865, for if Lamma Island is British territory, the Effect of the 10th clause
