they wished to dispense with and permits devised Licenses if they the system of passes for less frequent visitors the condition of such licenses being the finding good security for the legal proceedings for which they might be granted.
Without incumbering this report with the numerous details, whereby this system was carried out, including a large increase to the Harbor Master's Staff and the establishment of Inspectors and boats at all the different outports, it may suffice to state that the system has been eminently successful and that they can give the name of every junk and particulars of her armament, master and destination, cargo that has visited this Island since the first of January.
$2. As no previous attempt had ever been made to ascertain the above particulars about the native craft which frequent the waters of this Colony, and was the apparent reason given for the impossibility of success, this result contrary to the many opinions against it is the more gratifying. I add that notwithstanding the novelty of the experiment there has not been found as yet the least occasion for making any alteration in the Ordinance, - a result wholly unexpected by myself.
