of the Convicts, perfectly useless
available for the Roads and
Public Works here, where it is so

16. It is
much
impossible to estimate the pecuniary gain to the Colony by the change whether arising directly through diminished outlay for establishments or indirectly by utilizing the labor of Convicts, at less than $30,000 per annum. At this moment I cannot compute the diminution of Crime in the Colony
compared
with March last
year,
when I arrived, to be less than 30 per cent. The number of persons tried at
the Sessions up to this period last
was 181, whereas
during
the current
year
it has only been 115. In 1863, 1864, and 1865,
the
numbers
were
respectively 311, 293, 326.
Among
all these reforms
contributed,
more
no one
has
to their efficient success
than Mr. Douglas, the Superintendent of Victoria Gaol, which is probably the best
conducted establishment of the kind in the East, I have much satisfaction
in
bringing that Officer's
name
again
to
Your Grace's notice.
