The Warler Master has now brought my notice to notice another instance of a destitute seaman, J. Cunningham, failing to get shipped by a British Consular Agent, though this seaman had been specially forwarded for that purpose, in accordance with the instructions issued from the Foreign Office in October 1865.

I have the honor to enclose the Harbor Master's Report on the case, and a letter from Mr. sques, the Consular Agent at thacar, explaining that he had no alternative but to send back J. Cummingham in conformity with instructions received
