that the Schedule is Entirely merely for the information of the Secretary of State,

And that the "Leave table" has nothing to do with the amount which a Governor is entitled to grant.

The leave grantable being one Sixth of the officer's service plus six months may be and often is three or four years, while the leave which the Governor is authorized to give is expressly limited to 12 months.

The real question in the present case is whether the state of Mr Bird's health forms "special ground of Appeal" under Article 120 for giving him the full 12 months allowed to the Governor and I am ready to believe that it was so.

But I think it would generally do better (in the absence of specific medical certificates such as those furnished to Mr Bird) to grant 6 months leave, leaving the Secretary of State to decide as to any further extension.
