It is impossible to hold out a prospect of safely getting rid of a large portion of the Revenue which encumbers the question, though on the other hand the occurrence of five disastrous Typhoons during that particular period may say as yet how far it may be expedient to diminish the Monthly License fees, but I see no reason to suppose why the reduction may not still be considerable. The novel and frequent interruption of the usual avocations of a large proportion of the population may render general deductions from that particular period somewhat unsafe.
