the effect of opening a few houses licensed for gambling
Government regulations and supervision, I have now the honor to report that eleven of those houses have been opened in Victoria since the 15th of last month, and the effect has been entirely to put an end to street gambling, and also, I believe, to close those haunts of illegal gamblers, which had so long baffled the efforts of the local Police to put down, and ministered to the corruption and demoralization of that force.

The licensees of the Establishments gave information enabling the Acting Superintendent of Police to suppress six of those haunts, and of course the risk of detection through Chinese interested vigilance is now so much augmented that, judging from the brief experience of one month, I think the main object has been effected.

I may infer that the new system has, for the second month commencing this day, diminished the fees for Licenses by $2,000, equal to $24,000 per annum, and next month I propose to make a similar reduction.
