No doubt it is specially unfortunate that within little more than 20 days the Colony should have been visited by two great storms - for to arrive at the damage done, and the amount of repairs which it may possibly be necessary to throw on the Colony, it is necessary to add to the large estimated damage of $115,000 in the enclosed Report, a considerable amount for damage caused by the first storm and the destruction thereby of the Sea Wall at Newloon as reported in my despatch No. 1572 of the 26th.

To avoid repetition Your Lordship is referred to that despatch for an explanation of the liability of the Government to repairs of the Praya and Sea Wall, a question which no doubt will soon be brought before the Supreme Court. Or however by borrowing money otherwise under Ordinance...
