I understand that it was Mr Duddell's intention to lay out the ground in sites for villas, and that plans for carrying out that project have already been decided on before the increased accommodation necessary under the Contagious Diseases Ordinance, and the very delapidated condition of the present Civil Hospital, led the Government to contemplate the erection of a new building.

The proprietor of the ground ought, therefore, to have the earliest information of any alteration in the intentions of Government, and it would probably have taken four months; if Your Grace would direct the necessary intimation to be given to Mr. Duddell from your Officer.

I do not think it essential to lengthen this despatch by reference to other items in the Public Works estimated for 1888, or to advert to other considerations connected therewith. The most important topics for all purposes of an immediately pressing nature are those explained in this and in my previous despatch W.361, to which this may be regarded.
