liability to the greater portion of the heavy charges, which would be incurred in making a new Praya and Sea Wall, as well as in repairing the present structure to resist another Typhoon, which must always be regarded here as a contingency so probable that it would be mere waste of money not to provide against it. Your Grace will perceive that the attitude which the Executive is obliged under existing circumstances to adopt is not that most appropriate to a Government which the Public will always expect to find willing and able to discharge its full time, whereas, avoiding them appears to be the only possible policy at present.

16. If this Government were in a position to advance a large amount of capital, I have little doubt that the greater number of the Marine lot holders in the City would on their side be prepared to come forward and contribute largely to works, which would greatly promote the general convenience of the Public, and add considerably to the extent and value of their individual properties.

17. Hence Your Grace will perceive, that there are very peculiar and exceptional considerations affecting this Colony.
