That opinion does not, I fear, tally entirely with an opinion of the Attorney General (Mr. Pannelfate) now absent in England, which opinion was given on that very point in October last year. Mr. Pannelfate ... "undertake its repairs". I believe that it is the intention of some parties to bring the matter, if possible, before the Courts, but whatever the result may be I confess that at this moment these hitherto unforeseen but possibly imminent calls on the Public Treasury cause me much anxiety.
