I have, therefore, availed myself of a permission given by Mr Panncefate before his departure for England, to appoint his Clerk, J. S. Rodrigues as Assistant Clerk at a Salary of $115 per month. We had previously received a $100 salary, which with some small perquisites and fees made his place under Mr Pannafote worth about $116 per month. His familiarity with all legal documents and instruments makes it very desirable that he should be retained on the Stamp Office Staff.
9. I have also provisionally appointed Mr Fredericks A. Biden to be Second Clerk, though his arrival in the Colony was recent. He is known to respectable people here and had some slight previous acquaintance with the routine of the Stamp office duties in London. I have fixed his salary provisionally at $100 per month, and required him to find security.
10. These appointments cannot legally be made till the Stamps Ordinance is proclaimed, but the necessity for appointing the Staff first and getting the office ready is obvious.
