by placing all the Post offices in China and Japan under the direct control of this Government, I have informed him that I was only authorised, with Your Grace's sanction, to raise up his present salary to £1,200 per annum.

Thus if the increase of £200, payable half from Colonial and half from Imperial funds, be sanctioned, Mr. Mitchell's Salary would amount to £1,000 per annum, and I suggest that the Colony should give him £900 per annum, making his salary £1,900 per annum as long as he discharges the duties of Stamp Collector, which for obvious reasons is an additional office.
I would recommend that Your Grace should only sanction his appointment provisionally & provisionally, till I make a further report.

In the meantime I have agreed that his Salary (now £800 as Postmaster) shall be made up to £1,900 from Colonial funds, as long as he does duty as Collector of Stamps, and Mr. Mitchell has accordingly resigned the office of Acting Police Magistrate from the 16th instant.
The whole amount entered on the Estimates for 1868 for the Stamp Department is £5,000, and the saving on Mr Mitchell's salary enables me to meet the cost.
