Having referred to this Circular Dispatches from Her Majesty's Secretary of State connected with the acceptance of Directorships by Government Colonial Officers, I am of opinion that if any Officer permitted to accept such posts, is in a position to do so, without detriment to his charge of Public duties and by a sacrifice of part of his salary may be regarded as having purchased the right to use a portion of his time as he pleases, in private practice or otherwise.

The only point requisite to consider is whether the two appointments in question are likely to occupy an undue share of the Colonial Surgeon's time, and I do not think so, because they will scarcely occupy more than a few hours per week. I have never had occasion to regard Dr Murray otherwise than as a most able and energetic officer, anxious to do, if possible, more than his regular share of work devolving on him officially. If the privilege, therefore, is to be allowed to any one, I think it can be safely conceded to Dr Murray.
